6 steps to start as an expat freelancer (ZZP'er)
Apply for a BSN (Citizen Service Number)
A BSN is mandatory. EU citizens staying more than 4 months register at the municipality; non-EU citizens also need a residence permit.
EU citizens: freedom of movement. Non-EU: work or self-employment permit required.
Register with the Kamer van Koophandel (KvK)
Book an appointment via kvk.nl. You need valid ID, a BSN and your business name. Registration costs €75.50 one-time.
Get your VAT (BTW) number
After KvK registration the Belastingdienst registers you automatically. You usually receive your OB number within 2 weeks.
Open a business bank account
Choose a business account (e.g. ING, ABN AMRO, Rabobank, Bunq Business, Revolut Business or N26 Business).
Check the 30% ruling
If you bring specific expertise from abroad you may qualify for the 30% ruling.
Maximum duration: 5 years (revised in 2024).
