The Netherlands offers an attractive environment for freelancers: low barriers to entry, no minimum capital and many international clients.
6 steps to start as an expat freelancer (ZZP'er)
Apply for a BSN (Citizen Service Number)
A BSN is mandatory. EU citizens staying more than 4 months register at the municipality; non-EU citizens also need a residence permit.
EU citizens: freedom of movement. Non-EU: work or self-employment permit required.
Register with the Kamer van Koophandel (KvK)
Book an appointment via kvk.nl. You need valid ID, a BSN and your business name. Registration costs €75.50 one-time.
Get your VAT (BTW) number
After KvK registration the Belastingdienst registers you automatically. You usually receive your OB number within 2 weeks.
Open a business bank account
Choose a business account (e.g. ING, ABN AMRO, Rabobank, Bunq Business, Revolut Business or N26 Business).
Check the 30% ruling
If you bring specific expertise from abroad you may qualify for the 30% ruling.
Maximum duration: 5 years (revised in 2024).
Invoice in multiple languages
Invoices may be in any language as long as all mandatory Dutch fields are included.
Invoices in 7 languages — built for expats
Send documents in your client's language, with all mandatory Dutch fields for compliance.
Residence permit and self-employment
Non-EU nationals need a valid residence permit that allows self-employment. Check the conditions with the IND beforehand so you don't start without permission. EU citizens have free movement but must still arrange local registration.
Social security and health insurance
Anyone living in the Netherlands must as a rule take out basic health insurance. Also check your social security and any rules when working in several countries so you're not insured twice, or not at all.
Invoices and contracts for international clients
When working for clients in other countries, mind VAT rules, currency and contractual terms such as governing law and payment term. A bilingual contract and a clear invoice prevent misunderstandings.
Frequently asked questions
Can I start as a freelancer right away as an expat?
That depends on your nationality and permit. EU citizens can usually start straight after registration. Non-EU nationals need permission; check the conditions with the IND.
Can I invoice in my own language?
Yes, as long as all mandatory details are on it and your client understands the invoice. A multilingual invoice helps with international clients.
How do I handle tax if I also work in another country?
That depends on where you live and work. Get advice from an accountant experienced in international situations before you start.
Do I need a Dutch bank account?
Practically yes: clients usually pay to a Dutch IBAN and your business records become simpler.
